About the speaker:

Dr Ekaterina Schulmann’s main area of expertise is the process of law-making. She is a Senior Lecturer at the School of Public Policy at the Russian Presidential Academy of National Economy and Public Administration in Moscow. She is the author of the books Legislation as a Political Process and Practical Political Science: a Guide to Keeping Contact with the Reality (collection of articles), and a co-author of The New Autocracy: Information, Politics, and Policy in Putin’s Russia (Brookings Institute Press 2018), edited by Daniel Treisman.

Dr Schulmann is a regular contributor to the Vedomosti newspaper, The New Times magazine, and online media such as Republica.ru, Colta.ru, Carnegie.ru and others. She hosts a weekly programme on the «Echo of Moscow» radio station — which focuses on making matters of political science accessible to the general public. In 2018 — 2019, Ekaterina served on Russia’s Presidential Council for Civil Society and Human Rights (from which she was dismissed last October, together with many other members). Previously, Ekaterina Schulmann worked as a civil servant in local administration, a political faction analyst, and an expert at the Analytical Department of the Russian State Duma.
